Measure A asks Fresno voters to approve an ordinance establishing a new cannabis business license tax. One key feature of the tax is that it can be adjusted up and down by the City Council without further voter approval as long as the tax does not exceed the maximum rates approved by voters. Those rates are up to $12 per square foot of canopy for commercial cannabis cultivation, and up to 10% of gross sales for medicinal cannabis retailers and other cannabis businesses, including manufacturers and distributors.
Providing flexible cannabis business tax rates is important, both for City budget planners and the business owners who will pay the taxes. Measure A follows best financial reporting and auditing practices to ensure cannabis businesses pay their fair share without being overtaxed. The tax ordinance also creates a new Community Benefit Fund overseen by a 9-member appointed Community Benefit Commission.
